The League of Women Voters, at all levels, only takes action on an issue after careful consideration.  This starts with a study of an issue and continues with the development of a position related to that issue. 

 

The League’s Bylaws define the study process.  Studies are conducted through a process that can last for several years during which facts and details are pursued, both positive and negative.   

 

The next step is the formation of a position, which is required before action can be taken.  The position is developed through consensus or concurrence among members based on the information gathered through the study process.  

 

Action can take many forms including community education programs, press releases, information shared on social media, communication with community organizations and governmental officials, and appearance at hearings in support or opposition to legislative or administrative proposals.

 

Members are reminded that study of one or more issues needs members to participate in gathering information, educating the membership, developing consensus questions and leading discussions to formulate recommendations and a position regarding the issue being studied.

Drug Treatment Court Study (2018 Update)

Ten-year update on the 2008 study regarding the need of a drug treatment court in Manitowoc County.

 

Privatization Study (2011-2012)

Scope of the Privatization Study: The purpose of this study is to identify those parameters and policy issues to be considered in connection with proposals to transfer federal, state or local government services, assets and/or functions to the private sector. It will review the stated goals and the community impact of such transfers, and identify strategies to ensure transparency, accountability, and preservation of the common good.
Organization: The committee will provide a history and background of privatization, a glossary of terms, legal issues to be considered when privatizing at different levels of government, current state regulations on privatizing and case studies on successful and unsuccessful privatizing efforts. Finally, the committee will provide suggested policies and parameters to be considered when privatizing.
