Andrew Reschovsky is Professor of Applied Economics and Public Affairs. His research focuses on tax policy and intergovernmental fiscal relations. Recent projects include the design of formulas to distribute state aid for elementary and secondary education, the evaluation of tax policies to increase the rate of home ownership for low-income and minority households, and predictions of state government fiscal responses to block grants for welfare during recessions. His current research projects examine the cost of public education in rural school districts, the impact of state government fiscal crises on local governments and school districts, and whether No Child Left Behind is an unfunded federal mandate. He is also advising the government of South Africa on the design of grants for the financing of education and on the fiscal reform of local governments.

Professor Reschovsky has worked in the Office of Tax Analysis at the U.S. Treasury and at the Organisation of Economic Co-operation and Development in Paris. He has conducted research for several state and local governments in the United States. His most recent articles have appeared in the Public Finance Review, State and Local Government Review, Public Budgeting and Finance, and the National Tax Journal. He has recently contributed chapters to Restructuring Local Government Finance in Developing Countries: Lessons from South Africa, Helping Children Left Behind: State Aid and the Pursuit of Educational Equity, and City Taxes, City Spending. He received his doctorate in Economics from the University of Pennsylvania.
